Something like this was in demo of Defcon (which was on Steam).
You were able to play SP (skirmish) with only one AI player and if you were playing MP, you were able to join any server, but only one Demo player was permitted per server.

(Now there is an updated demo which has lighter restritions.)

it works but I'm not quite sure whot exactly it unlocks. Probably just the Fire Team Engagement menu selection screen.
